    I think it's about when people fall in love. "First the tide rushes in-plants a kiss on the shore- then rolls out to sea and the sa is very still once more" could be that one spark or moment when you both realize there's something there. It's the idea of love being planted into their heads. As for the rest of the song, it's about a guy or girl who would be there at any moment for the other if the love is returned and that moment of "Does this person feel the same way for sure?" Then finally, they both find out that yes, this is it, true love!
